What is RAPID PASS. RAPIDPASS is the optional on-road emissions inspection program in Northern ASS allows a motorist to simply drive through an on-road RAPIDPASS system to complete their emissions test.

Upon notification of a clean emissions result, motorists can conveniently pay for their emission inspection on-line and proceed with their vehicle registration renewal. on-road emissions of the vehicle fleet before and after scheduled I/M testing.

The step method compares inspected with uninspected model year emissions during the 1st year of a ne w or upgraded I. • “Real Driving Emissions” limits by: • Off Cycle Emissions (OCE) in a stationary engine test cycle, with 15 random modes.

• “In-Service” on-road tests in vehicle with PEMS (Portable Emission Measurement Systems). Main issues for development • Diesel PN limits. • Engine calibration for a wide range of engine operation conditions.

Light-duty vehicles (LDVs or passenger cars) Tier 2 regulations require about 99% reduction over previous control levels for cars (; –). Enhanced vehicle emissions inspections were implemented in affected areas in Texas to improve air quality and are integrated with the annual safety inspection program and operated by the Texas Department of Public Safety (DPS) in conjunction with the Texas Commission on Environmental Quality (TCEQ).

Enhanced inspections began in Collin, Dallas, Denton, Harris, and Tarrant Counties on May 1. In addition, the ongoing evaluation program consists of conducting on-road testing, as required by 40 CFRby using remote sensing to test the emissions performance of the required amount of vehicles in the State's motor vehicle fleet.

It is obvious that region wide emissions control efforts have reduced the extreme ozone levels significantly over the last two decades. But the variability in the measurement record, and the heavy influence of weather makes it impossible to assign proportional responsibility to any single program.

The on-road emissions measurement method demonstrated in this work enables collection of real-world representative data that can be used to assist in design and management of traffic facilities.
